The City of San Diego recently announced the implementation timeline for obtaining a short-term rental license . The short-term rental ordinance requires a license for all short-term rentals of a dwelling unit, or part thereof, for less than one month within the City of San Diego.

City of San Diego Short-Term Rental License Timeline (Updated Sept. 2)

  • Monday, Oct. 3, 2022 – License applications open for all tiers
  • Wednesday, Nov. 30, 2022 – Tier 3 and Tier 4 license application period closes
  • Friday, Dec. 16, 2022 – Tier 3 and Tier 4 lottery conducted along with host notification
  • Friday, Jan. 6, 2023 – Tier 3 and Tier 4 license fee due
  • Monday, May 3, 2023 – Short-term rental ordinance implementation date

Short-Term Rental Eligibility

To determine if your property is in City limits, use the City of San Diego Council District Map. If your property is located within the nine Council Districts on the map, the ordinance will apply.

License Types

There are four license types within the ordinance. These include:

  • Tier 1 (Part-Time) – Rented for an aggregate of 20 days or less per year. The owner does not need to reside on property.
  • Tier 2 (Home Sharing) – Renting a room(s) in the home for more than 20 days per year and requires the owner or permanent resident onsite. Home sharing includes duplex properties and eligible accessory dwellings when the owner lives onsite.
  • Tier 3 (Whole Home Excluding Mission Beach) – Rentals for more than 20 days per year where the owner or permanent resident does not reside onsite. Guest stay required a two-night minimum. The number of licenses distributed will not exceed 1% of the City’s total housing units outside of Mission Beach.
  • Tier 4 (Whole Home Mission Beach) – Rentals for more than 20 days per year where the owner or permanent resident does not reside onsite. Guest stay required a two-night minimum. The number of licenses distributed will not exceed 30% of the City’s total housing units of the Mission Beach area.
